Bhavnagar Port’s ₹4,500 Crore Development Plan Could Strengthen Dholera SIR Connectivity

Gujarat’s industrial connectivity network could receive another boost through the proposed development of Bhavnagar Port. With an estimated investment of ₹4,500 crore, the project aims to position the port as an important maritime logistics gateway for Dholera Special Investment Region

Gujarat’s industrial connectivity network could receive another boost through the proposed development of Bhavnagar Port. With an estimated investment of ₹4,500 crore, the project aims to position the port as an important maritime logistics gateway for Dholera Special Investment Region (SIR).

The development plan focuses on expanding cargo-handling capabilities and improving the movement of industrial goods. Bhavnagar Port is approximately 65 kilometres from Dholera SIR, making its proposed infrastructure relevant to the region’s wider industrial transportation network.

According to the project information published in Brillinto News on October 24, 2026, the planned facilities could support container transportation, bulk cargo handling, vehicle movement and liquid cargo operations. These facilities are intended to strengthen the connection between industrial activity and maritime logistics.

A ₹4,500 Crore Plan for Maritime Infrastructure

The proposed Bhavnagar Port development has an estimated cost of ₹4,500 crore, as reported in the September 2025 project figures referenced in the newspaper report.

The plan identifies an initial development area of 235 hectares, equivalent to approximately 581 acres. A further 250 hectares, or around 618 acres, has been identified for potential future expansion.

Together, these areas cover approximately 485 hectares, equivalent to around 1,199 acres.

However, the total identified land area should not be interpreted as fully developed port infrastructure. The figures include the initial development area and land earmarked for future expansion.

The proposed project seeks to establish facilities capable of serving different cargo requirements while allowing room for further development.

CONCOR Agreement for Container Terminal Development

An important development mentioned in the report is an agreement involving Container Corporation of India Limited (CONCOR) and Bhavnagar Port Infrastructure Private Limited (BPIPL).

The two organisations signed a Memorandum of Understanding (MoU) in September 2025. The agreement covers the proposed development, operation and management of a container terminal, along with marketing-related activities.

The collaboration is intended to support container-based transportation and logistics services associated with the port.

For industrial businesses, container infrastructure can play an important role in moving goods between manufacturing locations, distribution networks and maritime transport facilities. The proposed terminal is therefore a key component of the Bhavnagar Port development plan.

Four Major Facilities Included in the Proposal

The newspaper report outlines four principal types of facilities planned under the port development programme.

1. Container Terminal

The proposed container terminal is associated with a reported development period of three years. It is intended to support container handling and related logistics activities, with the reported CONCOR agreement forming part of the development framework.

2. Multipurpose Cargo Terminal

A multipurpose terminal is also planned, with a reported development period of two years. The proposed facility is intended to handle several categories of cargo, including bulk materials, edible oil, general goods and other commodities.

3. Roll-on/Roll-off Facility

The plan includes a Roll-on/Roll-off (Ro-Ro) facility for vehicle transportation. This type of infrastructure enables vehicles to board and leave specially designed vessels, supporting the movement of vehicles through maritime routes.

4. Liquid Bulk and Chemical Terminal

Another component involves a terminal for chemicals, LPG and other liquid cargo. The report cites a proposed handling capacity of approximately 2.5 million tonnes annually.

These facilities represent the main elements of the proposed port infrastructure. Their planned capacities and development periods should not be taken as confirmation that the facilities are already operational.

Road and Rail Connectivity Around Dholera

The Bhavnagar Port proposal is presented alongside other transportation projects associated with the Dholera region.

The Ahmedabad–Dholera Expressway is reported to extend approximately 109.019 kilometres, with an estimated project cost of ₹5,800 crore.

The newspaper report also refers to February 2026 in connection with information about the expressway’s opening. It identifies the route as an important part of the road connectivity network linking Ahmedabad and Dholera.

Proposed Bhavnagar–Dholera Rail Link

A proposed rail link between Bhavnagar and Dholera is another project highlighted in the report. The suggested route is approximately 65 kilometres long.

According to the published information, a Final Location Survey was underway, with a January 2026 update referenced in the report. The proposed link could add another transportation option to the region’s connectivity network if developed.

International Participation in Port Infrastructure

The report also notes that Royal Boskalis BV acquired a stake in BPIPL in May 2026. It refers to a long-term concession agreement and describes the participation as part of the port infrastructure development framework.

The report does not specify the exact duration of the concession.

Why the Bhavnagar Port Plan Matters for Dholera SIR

The proposed port development brings together several infrastructure elements: maritime cargo facilities, identified land for expansion, a reported container terminal agreement and planned road and rail connectivity.

If implemented, these facilities could provide additional logistics options for industries associated with Dholera SIR and the surrounding industrial network.

Container handling, multipurpose cargo services and liquid bulk infrastructure could serve different transportation requirements. Meanwhile, the proposed rail link and Ahmedabad–Dholera Expressway feature in the broader connectivity picture presented by the report.

The project’s significance lies in its proposed role as a link between industrial activity and maritime transportation. However, the development remains a proposal in the information presented here, and the status of individual facilities should be assessed separately.

The proposed ₹4,500 crore Bhavnagar Port development is an important infrastructure proposal highlighted in connection with Dholera SIR. With an initial development area of 235 hectares, a further 250 hectares identified for expansion and several planned cargo-handling facilities, the project outlines a substantial maritime logistics plan.

Combined with the reported CONCOR agreement and the road and rail connectivity projects mentioned in the report, the proposal could strengthen transportation options serving the Dholera region.

The next important considerations are the implementation of the proposed facilities, the progress of associated connectivity projects and the transition from planned infrastructure to operational services.
